Job Purpose
The incumbent is accountable to the Director, Legal Affairs and Compliance for the effective and efficient provision of legal services through the interpretation and application of existing legislations governing election matters; conducting general and special research; as well as providing legal advice and support to the Department.
Core Functions
The incumbent will be required to perform core functions, including but not limited to the following:
- Reviews emerging trends and electoral best practices and advises the Head of the Department on matters related to franchise and registration of voters, political party and campaign financing, use of technology in elections and all other appurtenant matters. Drafts recommendations to the Head of the Department regarding changes to electoral procedures based on findings of research / field observation.
- Drafts written response and client’s instructions on matters arising from election petition for submission to relevant body (Attorney General’s Department).
- Provides legal advice to the Director, Legal Affairs and Compliance as it relates its oversight responsibility of monitoring compliance of the National Identification and Registration Authority.
- Files documents in the Supreme Court and where necessary in the Parish Courts and attends Court and assists in the conduct of matter where necessary.
- Constantly reviews training manuals covering all statutory requirements and standardizing best practices for executing each electoral activity including eligibility of persons to register, sittings by Returning Officers, appeals by electors.
- Assists in the development of procedures for the conduct of elections for private/public organizations and institutions that may from time to time seek the assistance of the EOJ in conducting their internal elections.
- Drafts cabinet submissions when required and reviews contracts and tender documents.
- Interviews witnesses, records preliminary statements from witnesses, reviews documents, and conducts interviews.
Minimum Qualification and Experience
- Bachelor of Laws (LLB) Degree;
- Legal Education Certificate;
- Eight (8) years progressive experience at the Bar, with experience in drafting Cabinet Submissions and Litigation.
