Strategic Objective of Field Services Division
The Field Services Division is responsible for the continuous oversight and monitoring of field related activities across the commissioned regions and constituencies in relation to election preparedness, continuous registration, residence verification and distribution of Voter Identification Cards. It also has oversight responsibilities of maintaining a current Voters’ List which includes spearheading projects to lawfully remove non-eligible persons from same List.
Key Responsibilities
- Contribute to the development and implementation of the Commission’s Strategic Planning process, resulting in the Divisional Cascaded Plan and Balanced Scorecard.
- Constantly review the competency and performance of Direct Reports, providing continuous coaching and implementation of their respective individual development plans.
- Lead, constantly review and improve the implementation of the Division’s Strategic Plan, monitor performance and recommend initiatives; and lead changes where necessary to achieve agreed objectives.
- Reports periodically to the Electoral Commission of Jamaica on the production, distribution and inventory of elector identification cards.
- Prepares special reports for submission to the Director of Elections and Electoral Commission of Jamaica on all field exercises.
- Assists the Director of Elections in formulating recommendations to the ECJ regarding constituency/polling division changes.
- Prepares boundary revision data for submission to the Director of Elections and the Electoral Commission of Jamaica.
- Responsible for identification, setting up and monitoring of suitable satellite sites in each Constituency to facilitate elector registration and increased ID Card Distribution.
- Monitors and reports on the level of elector registration in each Constituency and implements measures to ensure residence verification is carried out in an accurate, transparent and timely manner.
- Supervises, co-ordinates and monitors all field-related activities to ensure the highest level of election preparedness at the constituency level as well as island wide.
- Spearheads the implementation of changes to polling divisions in consultation with Returning Officers’ and political representatives
Qualifications & Experience
- Master's Degree in Public Administration, Management Studies, Business Administration with at least seven (7) years’ experience as a management professional, four (4) of which should be at the senior level in a comparable size organization or
- Bachelor’s Degree with ten (10) years Senior Management experience in a comparable size organization
- Formal Training/Certification in Project Management.
- Proficient in IT Software packages/systems.
