JOB PURPOSE:

Under the supervision of the Director – Programme & Relationship Management Division, the Project Portfolio Manager has the responsibility to coordinate and manage the functions of the Enterprise Portfolio Management Department. The incumbent is responsible for ensuring that only well-prepared, sound projects are referred to Programme Portfolio Management Committee (PPMC)/ICT Council, and also to provide timely and credible project information.  The Project Portfolio Manager is responsible for understanding the business of the GOJ, prioritization of ICT projects, ensuring that projects align with the technology that provides maximum return on investment within tolerable risk boundaries, and directing GOJ IT strategy in support of the overall government strategy.

 

CORE RESPONSIBILITIES:

  • Develops and implements strategies to ensure the efficient and effective management and administration of the department.
  • Leads the departmental strategic planning process to achieve business goals by prioritizing initiatives and coordinating the evaluation, deployment, and management of current and future technologies/projects.
  • Develops and communicates strategies and plans to executive team, staff, partners, customers, and stakeholders as appropriate.
  • Leads the preparation of the annual budget plans for manpower, capital and recurrent expenditure for the department in accordance with the organization’s operational goals and objectives.
  • Leads major periodic reviews of policies and standards to ensure relevance and currency.
  • Prepares operational work plans for employees within the Enterprise Portfolio Management Department.
  • Develops, reviews, and monitors the Department’s policies and procedures to ensure compliance.
  • Develops a comprehensive framework for project evaluation, assessment, and selection.
  • Analyzes and verifies that technology strategies for the government business unit are aligned within the overall GOJ strategy.
  • Makes recommendations for joint or coordinated project delivery across government business units. Identifies and leverages ICT synergy potentials across government business units.
  • Reviews the overall project portfolio and individual project’s progress, stakeholder’s commitment, results achieved and the leading indicators of failure.
  • Reviews cost-benefit analyses for projects, and assists GOJ stakeholders in prioritizing projects.
  • Researches, reviews, and analyzes the effectiveness and efficiency of existing portfolio management processes, and develops strategies for enhancing or further leveraging these processes.

 

REQUIREMENTS:

  • Bachelor’s Degree in Business Administration, Information Systems, Computer Science, or any other equivalent from a recognized tertiary institution.
  • At least six (6) years of related work experience.
  • Specialized training in ICT project management, financial modelling, economic cost benefit analysis and/or investment analysis, policy analysis and/or related modern statistical techniques and approaches.
  • Knowledge of industry best practices (ITIL, PMI, COBIT, and CMMI).

 

The candidate possessing the following will have a distinctive advantage:

  • Training in programme management.
  • Three (3) or more years experience in programme management.
  • Three (3) or more years experience in a similar role preferably but not exclusively .
