JOB PURPOSE

Under the direction and leadership of the Senior Director, Information Systems for Health, the Director, Strategic Health ICT drives the day-to-day functional delivery of ICT Health policies, programmes and services that reflect contemporary best practices and achieve optimal outcomes for the MOHW’s strategic operational and business requirements. This role will also be accountable for the design and delivery of high-quality ICT healthcare solutions, analytics and business intelligence to support clinical and operational functions of the Jamaican healthcare system.

Key responsibility areas INCLUDES:

Technical/Professional Responsibilities

  • Directs the development of strategic evidence-based advice and recommendations to the Senior Executives to shape the MOHW’s programme for legislative review, policy development and implementation relating ICT Health matters; 
  • Leads and directs a team of professionals in prioritization, development, implementation and review of ICT Health programmes/projects/policy development activities and initiatives to effectively deliver GOJ’s strategic policy direction;
  • Directs the prioritization and implementation of Health Informatics/ICT/Digital policy research and analysis activities to identify, evaluate and critically analyse highly complex and politically sensitive issues and concerns affecting policy outcomes to deliver effective policy resolutions;
  • Provides stewardship and tactical advice to direct policy/programme/project proposals and initiatives through parliamentary processes;
  • Leads the delivery, management and support of the Health Informatics/e-health/digital applications;
  • Leads a data analytics team to enable the business to have increased control over operational and executive reporting, and data analytics and insights to drive business reforms. 
  • Directs the delivery of high-quality ICT services across the organisation to provide optimal levels of support for the MOHW’s key ICT Health operational requirements;
  • Directs the identification and definition of specific ICT Health business requirements in collaboration with directors, managers, clients across the MOHW (central), Regional Health Authorities and third-party stakeholders to develop tailored ICT solutions to drive healthcare;
  • Drives the implementation and delivery and of new systems, technologies and services to deliver innovative and flexible ICT Health solutions that achieve business requirements;
  • Develops, implements, reviews, evaluates and reports on the MOHW’s strategic Health ICT, business and operating plans and associated projects, ensuring alignment with the strategic directions of the organisation;
  • Drive ongoing analysis and review of ICT service delivery to identify opportunities to improve and enhance the services for the organisation;
  • Manages client expectations and delivery outcomes to agreed targets and timeframes;
  • Identifies and addresses complex ICT Health service delivery issues and alternative solutions based on well considered and balanced assessment of the facts and consequences;
  • Leads the development and implementation of a Project Management Framework, including project plan and strategy that supports implementation to a fully modernized and digital health informatics/ICT environment;
  • Leads the management and implementation of a range of change activities including managing the assessment, analysis, development, documentation and processes to ensure successful implementation of the Health Informatics and e-Health projects;
  • Assesses and responds to the impact of changes in the operating environment ensuring a high level of integration with the MOHW’s corporate direction and across the GOJ;
  • Provides communications advice to stakeholders, including advice on staff messaging and responsibility for ensuring currency and alignment of all official communications.
  • Engages actively and professionally with impacted employees and managers, seeking out expert advice to resolve issues in a timely manner;
  • Influences key internal and external executives/leaders to champion and deliver change strategies and initiatives to support Health Informatics and e-Health projects/initiatives;
  • Provides technical direction, coaching and peer review to the team, and implements developmental strategies to build capability and capacity to deliver quality policy/programme/project analysis and development needs into the future;
  • Keeps abreast of Information Systems for Health and e-Health initiatives to ensure adherence to international standards and competitiveness.

 

PERFORMANCE STANDARDS

  • Evidence-based research and innovation in the ICT for Health policies/programmes and solutions directed through the application of evidence-based method, agreed guidelines and timeframes;
  • ICT for Health Projects directed according to established principles, guidelines and timeframes;
  • ICT Change Management business processes directed in accordance with established best practices and timeframes;
  • Technical advice and recommendations provided are sound and supported by qualitative/quantitative data;
  • Cabinet Submissions, policy/programmes recommendations and briefs or position papers on technical matters are appropriately prepared and submitted within the required timeframes;
  • Reports are comprehensive, accurate and submitted within the required timeframes;
  • Stakeholder Relationships established and maintained in a harmonious and productive manner;
  • Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted on time;
  • Individual Work Plans developed in conformity to established standards and within agreed timeframes;
  • Staff Appraisals completed and submitted in accordance to agreed timeframe and standards;
  • Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff.

 

Minimum Required Education and Experience

  • Master’s degree in Public Policy, Management Information Systems/ICT, Management Studies, Business/Public Administration, Public Sector Management or equivalent discipline;
  • Certification in Leadership and Change Management;
  • Seven (7) years of experience in Public Policy/Analysis, Programme/Project Management or related area in the private or public sector, with at least four (4) at which at a senior management level.
