Job Purpose
Under the direct supervision of the Senior Analyst / Team Leader (Commercial), the Intelligence Analyst is responsible to:
- Optimise revenue and protect Jamaica’s borders and Jamaican society by gathering, collating, analysing and disseminating intelligence on the evasion of customs controls and commission of customs offences
- Create and develop customs ‘intelligence packages’ and disseminate specific and trend intelligence to CET and frontline officers
- Create and maintain an effective deterrent against persons committing customs offences and thereby optimize revenue declared and collected (contribute)
- Develop strategic intelligence on potential customs threats in relation to both revenue and border protection
- Support the anti-corruption activities of the Jamaica Customs by gathering, collating and analysing intelligence and passing it to the relevant authority (e.g., Internal Affairs Division)
Key Responsibility Areas
Technical Responsibilities
- Collates, stores and analyses information on customs offences from various sources.
- Interrogates Customs and external records databases to identify links and associations between persons and information to develop ‘intelligence packages’ and disseminate them.
- Analyses data from all sources to identify strategic, specific and trend-type threats to customs controls and disseminate them.
- Utilises ICT-based analytical tools to break down information and develop intelligence packages.
- Liaises with Task Field Officers, CET and others to carry out specific operational activities to support the development of specific and trend intelligence.
- Examines and evaluates documents and other information, assesses their relevance and identifies links to ongoing cases / other intelligence.
- Works with other law enforcement agencies to collate, analyse and disseminate intelligence on customs offences.
- Initiates enquiries with other agencies (in Jamaica and abroad) to gather intelligence on possible customs offences.
- Provides guidance and advice to officers on gathering, recording, and analysing information in specific cases to enhance their capacity.

- Advanced IT skills in the Microsoft Office Suite Applications and other relevant computer applications and systems
- Working knowledge of Customs policies, procedures, and controls.
Minimum Required Education and Experience
- First Degree Management Studies/Public Administration or equivalent qualification.
- Specialised training in Customs Laws, Regulations and administration.
- Experience in intelligence gathering and coordination.
- At least three (3) years of related experience working in a similar or related field.
Special Conditions Associated with The Job
- Work will be conducted in various offices outfitted with standard equipment and specialised software.
- Involves working in a fast-paced environment with ongoing interactions with critical stakeholders.
- On call 24 hours.
- A fair degree of travelling is required island-wide on a periodic basis for operational activities and to conduct periodic visits to central operational units in Kingston and Montego Bay as well as at main ports of entry (Black River, etc.).
- May be required to travel overseas to attend conferences, seminars and meetings.
- involvement in contraband and anti-corruption operations.
