Overview of Position:
The incumbent establishes and maintains an adequate system of storage and retrieval, plans and co-ordinates the smooth running of the library, and ensures that standards, specialist books, journals and other documents are available to facilitate technical staff and specialized groups of the wider public.
Major Duties and Responsibility:
- Prepare the annual work schedule for the TIC in consultation with the Public Education & Customer Service Coordinator and subordinates
- Meet regularly with subordinate to evaluate departmental objectives and make operational changes that will lead to meeting the objectives
- Provide technical and operational advice and guidance to subordinates
- Conduct regular evaluations of personnel within the department, and make recommendations for improvement
- Design and implement cataloguing and classification system for all types of material for the library
- Develop a collection of literature and ensure that the stock covers all areas of activities of the organization
- Prepare project documents including financial projection
- Facilitate where necessary the material and equipment required for project implementation
- Direct and implements research into such areas as are required to complete draft standards
- Prepare monthly and annual reports on the activities of the Technical Information Centre (TIC)
- Advise members of staff and other users of books and literature available from time to time
- Produce general and specific booklets, brochures, bibliographies, library bulletin, indexing and abstracts
- Provide guidance to staff, students, and members of the general public who wish to use the library
- Formulate and develops policies and systems for the acquisition, organization and dissemination of information within and outside the department
- Scrutinize incoming documents/printed materials to decide if they should be stored in the registry or library
- Co-ordinate library related activities such as displays and promotions
- Advises on physical plans for the library and other information related areas e.g. layout, shelving, floor space etc.
- Publish new drafts and standards and updates catalogue of standards
- Oversees the operation of the Registry
- Carry out any other duties assigned by the Manager, Communication and Customer Service
Authorities of the Job:
This position has the authority to:
- Recommend candidates for employment, and subordinates for reward, training and discipline.
- Order/purchase library materials
- Conduct research as requested
- Develop procedures, policies and guidelines for the dissemination of information in the library.
- Collect data on behalf of the organization
- Delegate responsibility to subordinates as may be required
- Ensure adherence to the Access to Information Act 2002
- Identify potential donors
Minimum Educational Requirements:
Educational/Specialized Techniques:
- Bachelor's degree in Library and Information Studies or equivalent qualification
- Training in Food Science/Food Technology would be a distinct asset
- Fluency in Spanish
- Computer literacy in Microsoft Office Suite
Experience:
- At least three (3) years experience in a supervisory position in a Library.
- Working experience in a standards institution or scientific organization.
Knowledge, Skills and abilities:
- Working knowledge of current library principles and practices, professional library policies, methods and techniques including such elements as general reference, classification and cataloging
- Working knowledge of Winisis
- Good overall knowledge of the work and functions of the Bureau
- Exceptional customer service skills
- Good human relations/interpersonal and leadership skills
- Excellent listening skills
- Good oral and written communication skills
- Good planning, organizing and administrative skills
- Ability to access information and transfer data by computer communication techniques (e.g., e-mail, Internet, World Wide Web, commercial online services, bulletin board services).
