CORE RESPONSIBILITIES:
- Ensure the maintenance and operation of NCD and Injury surveillance systems for monitoring chronic diseases and injury at regional and parish levels;
- Ensure that the database and register for the Cancer Registry is maintained and up-to date;
- Collaborate with regional technical staff, Medical Officers (Health) and Senior Medical Officers in the analysis of programme indicators, their timely collection, collation and report writing;
- Compile narrative and statistical reports on surveillance data within the Region for submission to the Regional NCD Coordinator;
- Assist with the planning and execution of health interventions in the Region;
- Assist with the planning and execution of capacity building programmes for staff;
- Train service providers to conduct cancer case abstractions;
- Identify undocumented cases for cancer through active surveillance;
- Conduct audits of the NCD and Injury Prevention Programme areas as well as the regional databases;
- Perform any other duties that may be required/necessary for the effective functioning of the organization/programme
SPECIFIC KNOWLEDGE/SKILLS REQUIRED:
- Knowledge of National Health Policies
- Aptitude for training in the use of databases, such as, Patient Administration System (PAS) and Cancer Registry Software (CANREG5,DHIS2);
- Ability to collect, collate and analyse data;
- Ability to communicate with multi sector health teams, GOs, and NGOs e.g. Jamaica Cancer Society, Private Health Agencies to include Laboratories, Corporate Sectors, Community Organizations e.g. FBOs;
- Knowledge of International Agency for Research on Cancer (IARC) Guidelines;
- Knowledge of National Cancer Registry Guidelines;
- Knowledge of Non-communicable Disease including cancer prevention and control;
- Knowledge of CARPHA and National Surveillance Guidelines;
- Basic understanding of the ICD 10 Coding the International Classification of Disease (ICD 10) and the International Classification of Diseases for Oncology, (ICD-O-3);
- Strong problem solving and decision making skills;
- Well developed planning, organizing and time-management skills;
- Excellent human relations skills and the ability to interact with individuals at all levels;
- Proficiency in the relevant computer applications;
- Well developed written and oral communication skills
SPECIAL CONDITIONS ASSOCIATED WITH THE JOB:
- May be required to work extensive hours in manual search, recording, and registration
- Extensive travel across parishes, regional and national;
- Expected to travel to national and parish meetings, and events related to NCD surveillance including cancers
QUALIFICATION & EXPERIENCE:
- Bachelor’s Degree in a Health Related Science;
- Five (5) years experience in the health field to include three (3) years experience in disease surveillance;
- Master’s Degree in Public Health, Epidemiology or equivalent;
- Current registration with relevant professional licensing body;
- Work experience in primary and secondary health care will be an asset
